Most handyman businesses start with one person doing the pricing — usually the owner, on instinct, from years of doing the work themselves. That works fine at one truck. Take a storm-door closer replacement with a customer-supplied part. Time is low (fifteen to twenty minutes of actual labor). Complexity is low — remove the old closer, install the new one, align the latch. Risk is low; there's no water or electrical exposure. Access is easy — it's a front door at ground level. Every factor lands low, so the job prices at the bottom tier: a base labor charge plus a standard trip/service fee, not a bespoke number.

Now compare a deck railing repair on a second-story deck with visibly rotted posts. Time goes up (diagnosis plus repair). Complexity goes up (structural judgment about what else needs replacing). Risk goes up significantly — a failed railing is a fall hazard, which changes both the work and the liability. Access is moderate.
